2. No, employees are not independent of each other (which Im assuming means they are visible to each other and my use-case cannot work? )

4. Yes, I can connect via my own webhook (hubspot has an API so thats fine). Did I understand correctly? If I did not understand 2. correctly then I'd be happy!

Here are the answers:
1.That is correct. Currently, the API does not support creating employees. You can only create agency clients and, under them, customers. Employees can only be listed.
2.This relates to agency clients. Each client is a separate business under the same agency, while multiple employees belong to those clients. With custom roles, you can restrict employees from seeing each other.
