Q: Does 5 workspaces in plan 3 mean that we can create only 5 APIs?

or can I build more than one API in a single workspace?

A: In tier 3 there is a limit of 300 MB, so you can make 3x 100MB API's, 1x 300MB API, 1x 100MB API with 3 replicas and so on.

So, if I choose to create one 100 mb API with 3 replicas ... What is the use of 5 workspaces?

You are able to use the extra two workspaces for testing, or as dev workspaces.
