Q: Schedule messages not working properly and Tier 3 plan details are not clear

My scheduled messages got delayed by one hour. On live chat support I message to check the status, as they are related to webinar or classes reminder and sending them after the sessions will create a confusion.
Now I received an email asking to buy Self host plugin to send the message timely & told it is available in Tier 3 plan onwards.
I bought this plugin to send scheduled messages to groups, kindly clarify if it will work in my Tier 2 plan or not.

1) how it works
2) requirements for it
3) what are the advantages & what features will not work on it.
4) Will your team be able to see our messages like in normal plugin, what is the security
Presently it is not showing in any Tier plan, rather in-app template builder was available in Tier 3 earlier and now it is changed to Tier 4 plan onwards.
