There is a tool to delete ALL plugins, but unfortunately, not only one. If you need to delete just one plugin, it is enough to uninstall it from the Plugins sections.

However, if you have a problem with just one plugin that does not allow you to work on your site, Emergency Recovery Script will allow you to select that one plugin and disable it remotely, so you can log in and fix the problems or then remove the plugin.
