That means you get to use up to 2 GB per Cloud license. Since you have 5 Cloud licenses, you get a total of 10Gb, but can still use 2Gb per site (it is not possible to combine those into one license). It is not possible to have 10GB per site when it comes to WP Reset Cloud, but you can use 3rd party Cloud services where you can use as many GB per site as you want.
