Hello, I have a website with one domain, as well as another domain that points to the website but does not use any webspace itself. How many licenses do I need in this case?

You only need 1 license (Tier 1).
Since your second domain is set up as a pointer (redirect) to your main website without using any webspace itself, it won't actually run the Consently script. The script only needs to be installed on the website where content is being served, which is your main domain.
The redirect domain won't need its own license.
