Hello, Do I need tier 2 to be able to send brand assets to a marketer who I am working with? Thank you

If you publish your Brand Showroom as Public you can share the link with them. You'll need Tier 2 though to invite collaborators if you want them to work on the Brand Showroom with you. See here:
