Yes, you can buy the AppSumo lifetime deal even though you're already on our India yearly plan. But here's the honest picture you need before deciding.

The two accounts are separate. The AppSumo deal has to be started on a new email ID, so your existing yearly account and the new LTD account are treated as two independent accounts. Your current subscription can't be converted into the LTD, and it isn't refundable or transferable, you've already been using it and getting its benefits, and it stays fully supported for as long as you want to keep using it.

Your work isn't lost, though. You can migrate your funnels, pages, and domain integrations from your existing account over to the new LTD account. If you want to fully shift everything across, you can. The one thing that doesn't auto-transfer is your data/reports, because they're two separate accounts, so you'd download that data and keep it locally. Everything you build or run from the day you move sits in the new account.

Now the frank part I don't want you to miss. It's not automatically "cheaper and better." There's a real trade-off. Your yearly account has certain things unlimited. The LTD, by design, works within the limits listed on the pricing table (monthly visits, course members, domains, sub-users, and so on).
