I just got Tier 2, and yes, you can import videos and edit the transcript (or even automatically remove filler words). The editing features are basic, but you can also normalize and enhance the sound of audio or video. The 30 monthly hours of audio enhancement is a great feature. If you missed out on other LTDs like Xound or Resound, Libretto can do the trick at a lesser cost.
