Q: What are OG image templates and Custom domains?
As per the question, are the image templates are those that is on your website? If I choose Tier 1, there is only 1 template available for me to work with, and for Tier 2, there are 5 to choose from?
As for the custom domain, do you mean white labelling of the domain name where the image is hosted? eg https://opengraph.b-cdn.net/production/images/abc.jpg to my own domain name?

Tier 1 lets you keep 1 template and Tier 2 lets you keep 5; that isn’t a limit on which premade designs you can choose from. Each template can generate different images for many pages by changing values such as the title or featured image.
A custom domain is for your Short Links. For example, you could share a link such as share.yourdomain.com/sale instead of one on our default oglink.xyz domain. It does not replace the domain in a hosted image URL like the opengraph.b-cdn.net example you gave.
