An Organization is tied to your plan — so only 1 Organization is available at Tier 3. However, within that Organization you can create multiple Workspaces (where a workspace represents an entire company's processes).

Example:
↳ Organization = Acme Inc (Your Agency)
↳ Workspace A = Acme Inc's company operation (Your Agency Operations)
↳ Workspace B = Client XYZ's company operation (Your Client's Operations)

Under any of the Tiers, you can have *unlimited Workspaces*, so you can keep separate multiple company operations at scale, and you'll be able to flexibly invite users to specific workspaces within your Organization.
