What I don't understand is, how can we build an amazon type of site if you limit the number of stores we can have on it, even at the top tier? Am I missing something of how to build an Amazon site that allows multiple store owners to put their products on our domain?

Good day. When you have store it means business not a seller. For marketplace you can add unlimited vendors to your store.
