Is it safe to use on our Personal Whatsapp? Not using for Anything spammy, but I have a website that receives submissions of orders. I would like to forward the order submissions via API to a WhatsApp Group.

Does your app allow sending cold messages, or is there a way to bypass the Do Not Disturb (DND) settings on the numbers you're targeting? Do I need their prior consent, or can I send a them to validate authorization?
A: Our app/API is designed for utility messaging—such as product updates, customer communication, confirmations, and transactions—with your existing customers, rather than for cold outreach. For cold outreach, please use the Meta API.
If they are useful messages like transactional updates or confirmations or notifications then it should be fine you can send from the tool, if you will send generic promotions, high chance end user will mark you as spam & then whatsapp will you mark as spam.

This is for our user but they might not have WhatsApp yet or our number validated

there is no special template to get approval as such. You can send a message & ask them to reply with yes or no manually.
