Basically, this is what I am looking for.
I wanted to create a project for a client where I can give view and comment access to the client, and edit access to my team.
The client should only see the project that is being shared with them. but my team should be able to view all projects

Is it possible with tier one, or is it possible in all tiers?

and yes i want a mobile + web app version too
