What are the use cases between them. It seems startups just has a bunch more features - but i'm curious why someone would do the Basic 3, instead of the startup 1 for example.
We offer two plans here at AppSumo. These are: Basic (Tier 1) and Start (Tier 2). The additional plans (Tier 3-6) are solely for lowering the transactional fee associated with each plan. This means that the only difference between Start 1 (Tier 2) and the other Start plans (Tier 4 or 6) is the sales commission rate being higher for Tier 1.
With that said, the only reason for someone to get Basic 3 over Start 1 would be if they are actively selling courses and would like to minimize the transactional costs, and if they're not especially interested in the features that come with getting a Start plan over Basic.

Can you update the 6 Codes max plan in the comparison chart so that it is clear about everything that makes it different then the others. Right now the only difference I see is 2% sales commission. I would hope I wouldn't have to pay extra for Zapier if I stacked the codes to the max. Thanks in advance.
Tier 6 is properly mapped and listed in the descriptions above. The only difference between Tier 6 and the other Start plans (Tier 2 & 4) is that the sales commission fee is at 2% instead of 5% or 10%.
