1. Will readers be apply to apply filters to an embedded chart?
If the reader opens the embed into a full view window, they will see the share screen. If "Show Editor Controls" is on for the share, the users will be able to fully "edit" the chart, including setting filters. https://instacharts.io/docs/guides/share-chart/#show-editor-controls So readers can apply filters in the full share view but not the embedded view.

2. Will readers be able to view the data of an embedded chart?
Yes. On the share settings page, make sure "Show Embed Toolbar" is on, and select at least one data view under included views (plotted data or full dataset).
