Yes, the AppSumo lifetime deal includes everything in the Starter plan, so you're getting unlimited AI clipping/refresh, captions, branding, reframing, and 9:16 exports with no credit caps.
On tiers, the main difference is the number of Mac seats. So if you don't need Reelify on 10 Macs, you don't need Tier 4 and you won't be missing out on any features.
On the iPhone app, it's separate from the Mac lifetime deal because mobile processing works differently and has different server costs, so the AppSumo LTD is for the Mac app only.
