Yes, that already been discussed and that's not the question. The question is : is there a way Sigma could make other wp themes and plugins use the sigma window accessing assets ? => this means wp themes and plugins would use the sigma way of selected resources
Is it possible to grand individual users access to created folders? Not role based but user based. Same wicked folder does. For example user a has only access to folder a and can manage the items inside. User b has only access to folder b and so on.

No this feature not available also we don't have plan for this type of feature. mainly we focused to organized WordPress default media files.
