You could, but those options are only available after the deal is closed.

Also, if you have 3 codes already...

1. Yes, you could wait until after the campaign and pay $199 for 5 Staff, but you wouldn't get any additional File Storage Quota.

or

2. You could buy 2 more AppSumo codes now for $258 and get 8 more Staff and 200GB more File Storage Quota.

The $199 is not meant to be a good deal, but rather a courtesy "pressure relief" option for someone who realizes after the campaign that they didn't buy enough codes.
