I'm considering upgrading to the tier 2 plan for my team, but it appears that each member must have their own account. If they only have the free plan, does that mean their account capabilities are limited to the free version?

The Agency plan (Tier 2) is *just* for the person who purchased that plan.
If you have the Agency plan, you can invite an UNLIMITED number of team members who are on any plan themselves — and they can be teammates (participate in Collective Meetings, Team-based pages, Round Robin, etc.). Since each team member has an independent account that's invited to a team, their specific plan limits apply.
